Eligibility of Canada Federal Skilled Worker Visa
Your application for the Canadian Federal Skilled Worker Visa (FSW) will only be processed if you meet any of the following requirements:
The applicant must have at least one year of continuous, full-time, or equivalent paid work experience within the last ten years in at least one of the occupational categories recognized by the Ministry.
The applicant must have a job offer arranged in Canada to qualify for migration as a skilled worker. The job offer must be:

The applicant may be an overseas student currently enrolled in a doctoral or research (PhD) program at an accredited postsecondary institution in Canada. Specific requirements include:
- Completion of a minimum of two years in the PhD program
- Maintenance of high academic standards
- Not having received any government award or sponsorship from the Government of Canada, with the obligation to return to your home country to apply your skills, expertise, and knowledge.
- Applicants aiming to migrate to Canada as skilled workers under Canadian permanent residency must have completed their PhD from a recognized Canadian institution within one year prior to submitting the application to the Centralized Intake Office (CIO).
- If you were a recipient of any government award or sponsorship, you must have fulfilled the terms and conditions associated with that sponsorship or award.
Educational Credential Assessment
Prospective applicants should begin the process of obtaining an Educational Credential Assessment (ECA) before May 4 if they plan to submit a foreign educational credential. Applicants must also fulfill the other eligibility requirements for the program:
- A valid job offer or applying under the PhD stream or eligible occupations stream.
- Meeting the minimum language requirements through an approved third-party test.
Applicants with Canadian educational credentials are not required to obtain an ECA unless they are also submitting a foreign educational credential to support their application. The ECA process is designed to verify whether the foreign educational credential is legitimate and comparable to a Canadian credential. For prospective applicants, the ECA offers a clear understanding of how their foreign credentials are likely to be recognized in Canada. Four organizations have been authorized by the Minister to provide ECA reports for immigration purposes under the Federal Skilled Worker Program (FSWP). Additional organizations may be designated by Citizenship and Immigration Canada (CIC) in the future. The authorized organizations include:

Assessment Fees:
- ICAS: CAD 200 for FSW package
- WES: CAD 230 or 305
- CES: CAD 226
The Medical Council of Canada is designated only for principal applicants who plan to apply with specialist physician (2011 NOC code 3111) or general practitioner/family physician (2011 NOC code 3112) as their primary occupation in their FSWP application. Since neither NOC code 3111 nor 3112 is on the eligible occupations list effective May 4, this will only affect applicants under the PhD stream or with a valid job offer based on those NOC codes.
